Win + C is the keyboard shortcut for bringing up System Commands (Charms). No matter where you are in Windows 8 or Windows RT, the charms help you do the things you do most often, like search, share links and photos, connect devices, and change settings. What you can do with the charms can change depending on if you are on the Start screen or using an app.
For example, in this Sample Browser app, pressing Win + C brings up the Charms, and you can select Search to find code samples, use Share to share samples, press Start to return to the Start screen, use Devices to connect to devices such as printer, and choose Settings to configure the app or the system.
